In order to transfer a call directly to an extensions' voicemail without the extension ringing you can do the following:

You will need to use one of the unattended transfer methods so that the caller hears the full "record your message" prompt. See "How do I transfer a phone call?"

Then dial 186NNNNNN (NNNNNN=extension number) and complete the transfer process.
The call should then be directed to the voicemail of the extension.
